For decades, cities have invested heavily in infrastructure designed to move and store cars—from highways and parking structures to expanded travel lanes. Far less attention has been given to the everyday infrastructure people rely on to walk, wait, and access transit.

ROW stands for Right of Way—the public space that makes up our streets, sidewalks, and transit corridors. It’s where people walk, wait, cross, and access transportation every day.
Historically in Illinois, much of the right of way has been designed to prioritize vehicles. PedestrianROW's vision reframes the right of way as a shared public space that should also support people moving without cars.
When the right of way is designed with pedestrians and transit riders in mind, streets become more accessible, more inclusive, and more livable for everyone.
People-first infrastructure focuses on how streets and public spaces feel and function for the people who use them every day—not just how efficiently vehicles move through them.
It can include simple, practical elements such as:
